- geo-dependent implementation of authorization,
- age restrictions (parental consent),
- legal accuracy and readability.
Terms of Service
This Terms of Service Agreement (hereinafter referred to as the “Agreement”) governs the relationship between the administration of the website
discuss.rabkesov.ru, hereinafter referred to as the “Administration,” and any natural or legal person, hereinafter referred to as the “User,” who uses the websitediscuss.rabkesov.ru(hereinafter referred to as the “Site”).
1. General Provisions
1.1. This Agreement constitutes a public offer in accordance with Article 435 of the Civil Code of the Russian Federation.
1.2. By continuing to use the Site, the User expressly agrees to all terms of this Agreement, including its current version.
1.3. If the User disagrees with any terms of the Agreement, they must immediately cease using the Site.
1.4. The Administration reserves the right to amend this Agreement. All amendments become effective upon posting on the Site (discuss.rabkesov.ru/tos). The User is solely responsible for reviewing the current version.
1.5. The laws of the Russian Federation apply to relationships arising from the use of the Site. For Users located outside the territory of the Russian Federation, the terms of this Agreement are applied in accordance with international norms and practices of good-faith use of digital services.
2. Registration and Authentication
2.1. To access certain Site functions (posting, commenting, settings), the User may register.
2.2. The Administration provides the User with different authentication options, depending on their location, determined by IP address* (*see Section 2.6):

Important: Using an email (including
@gmail.com,@mail.ru,@yandex.ru) as a login is permitted in all cases. However, logging in via Google, GitHub, or other foreign IdPs without additional binding to a Russian identifier (phone / “Gosuslugi”) is considered a violation of the requirements of Federal Law No. 149 and is prohibited for Users within Russia. Technically, the Site cannot determine the User’s real IP address if they use tools to hide or spoof it. Additionally, a User’s physical location within Russia may differ from their actual region of residence, so login buttons are always available.
2.3. During registration, the User must provide accurate and complete personal information.
2.4. The User is fully responsible for the security of their account credentials and for all actions performed in their name.
2.5. The User may change their authentication method at any time via the Account Settings section.
2.6. User location is determined via IP geolocation. The Administration does not assume responsibility for possible inaccuracies (e.g., when using a VPN). If in doubt, the User may manually specify their country in profile settings — this will affect available login methods.
3. Age Restrictions
3.1. Access to registration and active participation in discussions is subject to age restrictions, applicable only to Users located within Russia (in accordance with Russian legislation):

3.2. For Users outside Russia, age restrictions are applied according to the laws of their country of residence, but by default — age 13+ (the minimum age accepted by most international platforms).
3.3. The Administration reserves the right to request proof of age or parental consent if there are reasonable doubts.
4. Personal Data
4.1. Processing of personal data is conducted in accordance with Federal Law No. 152-FZ “On Personal Data.”
4.2. The User consents to the processing of the following data:
- Full name, email, phone number (upon registration),
- IP address, session data, login method,
- Content published by the User.
4.3. Purposes of processing:
- Ensuring access and functionality of the Site;
- Identity verification (including compliance with requirements of Federal Law No. 149);
- Moderation and security;
- Communication with the User;
- Improving the service (including recommendation technologies — see Section 7).
4.4. Data is not shared with third parties, except in cases:
- Fulfilling requirements of authorized Russian authorities (including Roskomnadzor);
- Technical integration with trusted Russian IdPs (“Gosuslugi,” VK, etc.);
- Data transfer upon User request (e.g., for exporting their account data).
4.5. The User may:
- Request a copy of their data (including publication history, settings, login logs),
- Request correction or partial deletion of their data,
- Withdraw consent for processing — by submitting a request via the Personal Account or to
book🌀rabkesov.ru. Exceptions:
- In case of account suspension for violating Site rules, the Administration may retain minimal necessary identifiers (email, IP addresses, device hashes, last activity timestamps) for 3 years to prevent bypassing the suspension and ensure security of other users.
- Such data can be deleted only upon decision by the Administration — for example, after the expiration of the suspension period or upon cancellation of the suspension decision.
- A request for full data deletion does not suspend the suspension and does not relieve the User of responsibility for violations.
If the account suspension or unavailability occurred due to reasons not attributable to the Administration (e.g., provider restrictions, local legislation, sanctions, DNS blocking), the User may request data archiving and/or account restoration — but execution of such requests remains at the Administration’s discretion and depends on technical feasibility and legal limitations.
5. Rights and Obligations of Users
5.1. The User agrees to:
- Use the Site only for lawful purposes;
- Not infringe upon the rights of third parties, including intellectual property rights;
- Not post knowingly false, defamatory, abusive, or otherwise unlawful information;
- Not use automated scripts or bots to collect data or interact with the Site.
5.2. The User has the right to:
- Use all functions provided by the Site;
- Participate in discussions and publish content, if permitted by the Administration;
- Report the Administration of violations of other users’ rights or Site rules.
6. User Content
6.1. By posting any content on the Site, the User guarantees that they possess all necessary rights to its use.6.2. The User grants the Administration a non-exclusive, free-of-charge license to use, reproduce, distribute, and promote the posted content for the purposes of operating the Site.
6.3. The Administration does not pre-screen the content published by Users, but reserves the right to moderate, delete, or block content that violates legislation or the Site’s rules.
7. Recommendation Technologies and Cookies
7.1. The Site uses cookies and similar technologies for:
- authentication,
- analytics (including session tracking),
- personalizing the interface.
7.2. When displaying recommendations (topics, posts, users), the Site may apply recommendation technologies based on the User’s preferences (views, likes, subscriptions).
7.3. In accordance with Article 10¹⁰ of Federal Law No. 149, the Administration:
- informs the User about the use of recommendation technologies (this clause);
- publishes rules for their use (in the Privacy Policy);
- ensures the ability to disable personalization in settings profile.
7.4. The User may opt out of using recommendation technologies — in this case, content will be displayed in a neutral, chronological order.
8. Intellectual Property
8.1. All objects placed on the Site (including texts, images, graphics, design, source code, trademarks, etc.) are objects of intellectual property owned by the Administration or third parties holding rights to their use.
8.2. Any use of Site materials without written permission of the rights holder is prohibited, except in cases permitted by law.
8.3. Citing Site materials is permitted provided there is an active hyperlink to the source.
9. Limitation of Liability
9.1. The Administration shall not be liable for:
- inability to log in via Google/GitHub for Users in Russia, if they have not fulfilled the requirements of Federal Law No. 149;
- consequences of using VPN/proxies to mask geolocation;
- actions of third-party Identity Providers (e.g., Google ID blocking);
- losses resulting from delays or inability to comply with new legislation before its official entry into force;
- accuracy, completeness, and reliability of information posted by Users;
- possible losses arising from the use or inability to use the Site;
- actions of third parties related to the use of information obtained from the Site.
9.2. The Administration’s liability is limited to an amount equivalent to one month’s revenue from the Site.
10. Termination of Use
10.1. The Administration may suspend or block access to the Site for a User in case of violation of the terms of this Agreement.
10.2. The User may delete their account at any time via profile settings or by sending an email to book🌀rabkesov.ru with their email address and confirmation of account ownership (e.g., a link to a recent post).
Deletion includes:
- anonymizing login and email,
- deleting avatar, biography, private messages,
- preserving public content (posts, comments) in anonymized form, if it does not violate rules and has not been deleted by the Administration.
Limitations:
- An account blocked for severe or repeated violations may be deleted only at the Administration’s discretion — to prevent re-registration and preserve evidence.
- In case of technical account unavailability (e.g., due to hosting, DNS, provider, or local legislation restrictions), the Administration will attempt to fulfill the deletion request within a reasonable timeframe — but does not guarantee its execution if it conflicts with requirements of competent authorities or is technically impossible.
10.3. Account blocking does not imply automatic deletion of all User data. The Administration reserves the right to retain a minimal set of identifiers (email, IP, user-agent, device ID, date of last violation) for purposes of:
- preventing the creation of new accounts to bypass the block;
- investigating repeated violations;
- fulfilling lawful requests from authorized bodies.
The retention period for such data is up to 3 years, or until the block is lifted, depending on the severity of the violation.
11. Final Provisions
11.1. This Agreement comes into effect upon publication (full text or amendments).
11.2. All disputes shall be resolved in accordance with Russian Federation law. In case of inability to resolve disputes out of court — in court located at the Administration’s place of residence (Samara).
11.3. The Administration reserves the right to suspend certain provisions of this Agreement in part concerning Users outside Russia, if required to comply with foreign regulations (e.g., GDPR, CCPA).
